No, Trump is not a fascist. He just likes complaining and people clapping at him. Trump also isn't in charge of the US anymore. His brain is soup. He can't even get through a one page report if the words in it are too big. He is completely incompetent: he couldn't even run a casino, much less the US government.

People are very confused about the Trump Admin right now. Their actions seem irrational, contraproductive, and generally nonsensical. That's because we're viewing their actions from an Old Establishment perspective, which no longer applies.
The current Trump Admin has two sides: Corporate Overlord and Christian Fascist, with Elon Musk being the union of the two, as he is both an oligarch and an active culture-warrior fascist.
